"THE SECRETARY-GENERAL carries out and enforces orders and decisions of the House; keeps the Journal of each session; notes all questions of order together with the decisions thereon; complete the printing and distribution of the Records of the House and submits to the Speaker all contracts and agreements approval; acts as the custodian of the property and records of the House and all other government property in its premises. Subject to the supervision control of the Speaker, the Secretary General is the immediate chief of the personnel of the House and is responsible for the faithful and proper performance of their official duties. Like the Speaker, the Secretary General is elected by a majority vote of all the Members at the commencement of each Congress."

Cavite Rep. Crispin Remulla, South Cotabato Rep. Darlene Antonino and Cibac party-list Rep. Joel Villanueva all commended Secretary General Roberto Nazareno who had served at the House for more than 21 years.

Nazareno, 74, has been elected thrice as secretary general of the Eleventh, Twelfth and Thirteenth Congresses, all under ousted Speaker Jose de Venecia Jr.

He is the first non-lawyer who has occupied that position in the history of the Congress of the Philippines.

A professional officer of the government, he started his career as a laborer of the defunct National Airports Corp., and then as a janitor-messenger in the Civil Aeronautics Administration and as a clerk in the Office of the President in Malacañang.

Nazareno rose from the ranks and became assistant Cabinet secretary of the Cabinet secretariat of the Office of the President. His career in legislative service started when he was tapped to be the operations officer of the secretariat of the Legislative Advisory Council (Batasang Bayan) in 1976-1977.

Upon the convening of the Batasang Pambansa, he was appointed successively as director, bills and legislative reference services; director, documentation services and lastly, as director, plenary affairs bureau. He was appointed as technical assistant for operation when the Constitutional Commission of 1986 was convened.

When Congress convened under the 1987 Constitution, he was re-appointed as director of the plenary affairs bureau and was promoted to deputy secretary general for operations in 1991.
